I-SAPS is mandated to undertake multi-disciplinary research, developing human resources, informing public policies, optimizing development initiatives, and engaging state and market actors for sustainable development. The Institute also engages in development projects at selected geographical areas. I-SAPS is seeking the services of a full time Climate Change Adaptation and Resilience Expert for its head office in Islamabad. I-SAPS seeks an individual with a comprehensive understanding of Pakistan’s Disaster Management landscape both in terms of institutional structure and policy architecture. Furthermore, the candidate should also have a comprehensive understanding of the various climate related challenges posed to Pakistan and should be aware of the relevant policy discourses which revolve around climate change adaptation and resilience.

This role combines deep knowledge of climate change adaptation, disaster risk reduction and climate resiliency principles with significant research skills with the aim to address the complex climate challenges that face Pakistan.

I-SAPS is implementing an initiative for Strengthening Educational Legislative Governance in Punjab, through evidence-based advocacy that informs and engages provincial legislators to raise voice for amendment in the Rules of Procedure for standing committees. We understand that the standing committee on education will serve as the entry points for initiating debate for enhanced participation of standing committees in the legislative governance in Punjab. Under this initiative, I-SAPS will also engage CSOs and media to leverage evidence-based demand for strengthening education governance, financing and oversight. It is expected that the project will help create political and legislative support for improvement in procedures of the standing committee and effective participation of provincial legislators for improved education governance.

Purpose of Engagement

The main purpose of the activity is to identify issues faced by provincial legislators in the education governance. It will inform about the restrictive clauses of the rules of procedures of standing committees that hinder effective legislative governance at provincial level. This evidence shall be used to sensitize provincial legislators about amendments required in the rules of procedures.

The selected candidate will perform high level tasks and will be responsible for producing analytical reports as well as audience-specific research products and information material. - Undertake analytical research and produce research reports on trends and pattern of allocations, release and utilization of education financing including public, private and donor support.
