Hiring of Experts for Local Planning

I-SAPS is implementing the “Sustainable Transition and Retention in Delivering Education (STRIDE)” initiative in Punjab and Khyber Pakhtunkhwa to address the challenge of low transition and retention at post-primary levels. A key component of the initiative is local level education planning which helps in identification of locations and schools for STRIDE intervention.

Statistician

Institute of Social and Policy Sciences (I-SAPS) is an independent think tank which has contributed high quality research and innovative models to link evidence, political and bureaucratic decision-making and citizen accountability in policy, financing and systemic reforms in the education sector of Pakistan.

 

I-SAPS designs and executes different types of surveys, assessments, reviews and evaluations that are best suited to address the research needs in governance, law, economy, development and social change. In addition, the Institute provides full range of data collection, management and processing services to meet the clients' needs for analysis, and report writing. In this context, I-SAPS is currently seeking the services of an experienced Statistician on full time basis. The Statistician will be part of I-SAPS Knowledge Management Unit (KMU).

 

The candidate should have:

 

- A master’s degree or its equivalent in statistics, economics or a related field with a strong background in quantitative and qualitative methods.

- At least 2 years’ experience as a professional statistician.

- Proficiency in MS-Excel with the ability to finalize survey findings’ tables and statistic reports

- Extensive experience of working with a variety of statistical software like SPSS, EViews, STATA, etc.

Research, Monitoring and Evaluation (RM&E) Expert

In Punjab the legislators and political leaders have been performing their oversight and supervision functions in a limited manner, In the above context, I-SAPS is implementing an initiative for Strengthening Educational Legislative Governance in Punjab, through evidence-based advocacy that informs and engages provincial legislators to raise voice for amendment in the Rules of Procedure for standing committees.

 

Scope of Work and Key Tasks

In order to produce baseline of the project regarding role of standing committees and public accounts committees in legislative governance especially in education sector an assessment will be carried out. The expert is expected to conduct baseline assessment and prepare report utilizing both quantitative and qualitative data collected for this project. Qualification and Skills Required:

A good understanding of the discourse on conflict resolution and Pakistan’s policy environments in which these issues are addressed.

Experience of engaging and influencing policy processes, governments, parliamentarians and the media in order to facilitate change in policy and practice

A good understanding of Pakistan’s political institutions and processes and how they link to initiative’s objectives.

Public Policy and Law Expert

Institute of Social and Policy Sciences (I-SAPS) implemented various activities all across Pakistan for improving education governance and financing. I-SAPS is implementing an initiative for Strengthening Educational Legislative Governance in Punjab, through evidence-based advocacy that informs and engages provincial legislators to raise voice for amendment in the Rules of Procedure for standing committees. We understand that the standing committee on education will serve as the entry points for initiating debate for enhanced participation of standing committees in the legislative governance in Punjab. Under this initiative, I-SAPS will also engage CSOs and media to leverage evidence-based demand for strengthening education governance, financing and oversight. It is expected that the project will help create political and legislative support for improvement in procedures of the standing committee and effective participation of provincial legislators for improved education governance.

Purpose of Engagement

The main purpose of the activity is to identify issues faced by provincial legislators in the education governance. It will inform about the restrictive clauses of the rules of procedures of standing committees that hinder effective legislative governance at provincial level. This evidence shall be used to sensitize provincial legislators about amendments required in the rules of procedures.

Economist / Public Finance Expert

I-SAPS is a national policy research institute working across Pakistan to undertake multi-disciplinary research, develop human resources and inform public policies. I-SAPS requires services of an Economist / Public Financing Expert for undertaking rigorous analysis and research on public financing, private investment and donor funding in the education sector in Pakistan. The selected candidate will perform high level tasks and will be responsible for producing analytical reports as well as audience-specific research products and information material. Major responsibilities will include: 


- Undertake analytical research and produce research reports on trends and pattern of allocations, release and utilization of education financing including public, private and donor support.

- Conduct research and analysis by employing techniques such as budget tracking, benefit incidence analysis, gender responsive budgeting, performance-based budgeting, etc.

- Analyze and identify existing gaps and potential problems in the education financing in Pakistan and developing problem-specific solutions for policy community, education managers and development partners

- Develop liaison with political parties, policy makers and education managers at ministry and department levels to highlight findings and share evidence-based policy options to accomplish program objectives.

- Give presentations during seminars, policy dialogues, training workshops and meetings with reference to education financing and key findings for policy advocacy, awareness raising and capacity building.

- Conduct analysis and prepare policy briefs and case studies on various issues and challenges highlighted during research.

Qualification:

Duties and Responsibilities:

1.    Maintain financial records for each project in a manner that facilitates management reports.
2.    Ensure that accurate and timely financial Reports are prepared in accordance with contract agreements with funders. 
3.    Provide accurate and timely reporting on the financial activity of individual projects.
4.    Establish guidelines for budget and forecast preparation, and prepare the annual budget in consultation with the Executive Director. 
5.    Assist Project Managers with the preparation of budgets for funding applications.
6.    Develop and implement policies and procedures to ensure that personnel and financial information is secure and stored in compliance with current legislation.
7.    Ensure that all statutory requirements of the organization are met including Charitable Status, Withholding Payments, Income Tax, Goods and Services Tax.
8.    Supervision and verification of Bank Reconciliation Statements.
9.    Reconciliation of ledgers with suppliers and debtors at the end of each month.
10.     Participate in the development of subordinates by setting performance targets and monitoring their performance.
